It's not a universal code. Liberty sets a master code when the safe is made and the lock is installed, you set a user code when you purchase the safe. Liberty maintains a list of master combos associated to SN ranges for lockout situations. Replacing the lock with an equivalent will resolve that issue. Most store bought safes have a common swingbolt lock pattern, most any LaGard, Securam, S&G lock will work.
Additionally, most lock manufacturers make "reset boxes", I have one for LaGard for my work. One of these can probably be souced and resold after use, I imagine there will be demand.
