I can’t be certain from the photos, does this have a cut out for a lower tang?

And is this Chinese “chu” wood, or just generic Chinese wood?

Well, since this is buttstock for stamped receiver it doesnt has that lower tang cut.
Yes, i would say that it is Catalpa "Chu" wood.
