Gun Talk Bullet Type?

Recently got a Russian tokarev with CCCP grips and found this bit of ammo. I tried to identify the markings but my translator just says "steel". I assume these are from chinese spam cans but one box is in English. I am trying to find out if these are steel core or if its reffering to it being steel cased. The headstamp shows that it's from Chinese State Factory 11 at Mudanjang by Norinco 1984 manufacture which is surprising as I thought it would be alot older. Thanks for any help!

Looks to be Steel Core. The word steel is next to the word handgun which typically refers to the bullet Core rather than the casing.
 
These are standard issue 7.62x25mm cartridges, copper plated steel case, FMJ bullet with soft steel core, check with a magnet. 70 per box supposely because that's the capacity of Type 50 (PPSh clone) drum. Corrosive primers, run dirty.

Those Tokarov rounds exhibit impressive penetration, even with lead core. I tested some of the Romanian lead core against a ballistic vest one time and the vest stopped a 9mm round easily, but not the Tokarov round.
